I believe this beautiful painting is by Margaret Cooper who was an Irish painter who lived in England and passed away in 2009 (Not the US artist Margaret Miller Cooper). The scene shows a low stone wall typical of England and the region where she lived. It appears to be an oil on board painting and is in great condition. It is framed without glass and is ready to hang.
